A NSW Ambulance spokesperson said the male driver in his sixties was rescued from the wreckage and taken to hospital in a serious condition.
The road remains closed in a westbound direction.
Tumut man Shannon Kelton witnessed the aftermath of the crash and said he thought the man was "lucky to be alive".
Mr Kelton, in Wagga for a weekend visit, said he was on a walk when he discovered the scene, where he said the male driver of a minivan was trapped in the seriously damaged vehicle.
"He was in a bad way. But he's off to hospital now so that's good," Mr Kelton said.

Emergency services are trying to free a person trapped in a two-vehicle crash on one of Wagga's busiest roads.
Paramedics, firefighters, police and the volunteer rescue association were called to the scene at the intersection of Edward Street and Pearson Street just after 2.30pm.
Fire and Rescue Riverina Zone Commander Superintendent Stewart Alexander said one truck is on scene assisting with the rescue and providing fire protection.

A NSW Ambulance spokesperson said there are three crews on scene, and the patient trapped has hip and leg pain.
"It's reports of a truck and a car crash," they said.
