The carnival starts on May 6 with the Town Plate and then Gold Cup Day on May 7.
Murrumbidgee Turf Club CEO, Steven Keene, said preparations are coming along well.
"COVID seems to be at bay for the most part, and we are excited for a big couple of days," he said.
"In a typical year, we get between 7000 to 8000 people, and we can accommodate that under the current two-square-metre restrictions.
"It will be almost back to normal."

"Nearly all of our hospitality tickets have sold out," he said.
"We will be having a figure on general admission that will be available over the next week."
The much-loved Fashions on the Field event will also be returning after going online in 2019.
The competition is an integral part of the race day with five categories for racegoers to compete in, including Lady of the Day, Man of the Day, Stylish Couple, Young Contemporary and the Millinery Award.
Mr Keene said it would be a fantastic day for the club and the region as the NRL is on the same weekend.
"Hotels and motels are being booked out," he said.
"The economic impact of COVID has been felt all around Australia, and this is one way we can contribute to the region bouncing back."
There will be COVID marshalls on the day with QR codes to sign in, and Mr Keene asked anyone who has symptoms to stay away to make it a safe event for everyone.
"We are excited to make sure everyone has a really good day," he said.
