Alongside Civic Apartments, the Myer laneway has been transformed into a lunchtime nook with a floral arch, festoon lighting, and installation of milk crates that double as seating.
A series of local musicians will be performing each Thursday and Friday from 12 to 2pm for the next month, finishing up on April 9.
Wagga council's visitor economy and events coordinator Fiona Hamilton said the project came about thanks to Places to Love funding.
"We are trying to increase foot traffic in the CBD and get people to stay longer," she said.
"They can sit and have lunch in the laneways, and we have lighting to encourage people to park behind the laneways and walk through them to the restaurants and shops on the other side."

While Wonderland Lane, located alongside Aussie Home Loans, has been revitalised with paint and will soon feature seating made from recycled materials.
Artist Kayne Lyndon said he is excited to be a part of the project and play his original music for residents and visitors.
"I think we need more original music in Wagga, and in the world really, so start small and grow big," he said.
"I am a little nervous, as I have not busked before, but I am really keen. Thank you to everyone involved."
