The council has spent the past month working on the proposal with the NSW Department of Planning, Industry and Environment (DPIE) following a meeting with Ms Pavey on February 2.
"Council received the proposal back from DPIE's legal section [on Monday] for review. It is hoped the Minister will have the document by the end of this week," Council general manager Peter Thompson said.
The council previously advocated for a 2000 megalitre allocation for the lake in exchange for treated effluent already returned into the Murrumbidgee River.
Mr Thompson said he was unable to provide further details until the proposal had been reviewed by Ms Pavey.
"The state government has requested that current negotiations be kept confidential until confirmed by both parties," he said.
"The council cannot release specific details but they do reflect the proposal the council has been articulating for over a year."
