The NSW Local Government Boundaries Commission on Tuesday completed its reports on proposals to demerge Snowy Valleys and Cootamundra-Gundagai Regional councils.
Cootamundra-Gundagai mayor Abb McAlister said he had not seen the report for his council.
"We have just got to wait for what the minister says but we would love to see the report and I think they should put it out for the public," he said
"Don't hide it no matter what the decision is, whether demerger or not, we should know the reasons why."
Snowy Valleys mayor James Hayes also said he had not seen the report.
"It's a bit like opening a present: you never know what's in it, do you?" he said.
Commission chairman Bob Sendt said the independent authority's reports had been submitted to Local Government Minister Shelley Hancock for consideration.
He said the commission's "forward-looking" role was "not to re-examine the 2016 merger proposals or decisions" but to determine what it "believes will now be best for these communities".
