The Saints are part of a new-look, eight-team competition, with the withdrawal of Riverina Lions compensated by the inclusion of newcomers Ganmain-Grong Grong-Matong and Collingullie-Glenfield Park.
North Wagga was set to play CSU in the decider in their maiden year, and Dowdle said the unfinished script of last year will be a motivation.
"I felt like the job wasn't done and I can only imagine the girls would have felt the same," he said.
"Having two extra teams is fantastic for the comp."
The seven-round competition will be played on Friday nights from February 12, with finals on Easter Thursday (April 1).
Round one (home team first): CSU v GGGM; Griffith v North Wagga, Narrandera v Collingullie-Glenfield Park; EWK v Brookdale.
