CCTV footage from the business Right at Home on the corner of Morgan and Peter streets captured the pair driving off in two marked company cars on Sunday night, having stolen the keys the day before.
Riverina Police District Detective Inspector Adrian Telfer said the break and enter occurred about 11pm on Saturday.
"Two sets of car keys were stolen from within the premises, and the manager of that business became aware of that," he said.
"The following night shortly after 9pm, we saw what we believe were the offenders returning to that location and using those keys to steal two motor vehicles."
Detective Inspector Telfer said the cars were then driven across the city, tracked with installed GPS software.
Following investigations, police executed a search warrant on Tuesday evening in Ashmont where they arrested two individuals believed to be those involved.
"We are still looking to speak to a couple of people involved, and those two individuals are assisting police with inquiries," Detective Inspector Telfer said.
"No charges have been laid at this stage but it is possible they will be."
