Junee's Neil Smith has joined the mayors of Narrandera and Coolamon in saying they are happy to be excluded from the "bubble" if it keeps their communities safe.
Cr Smith said he was surprised Wagga was included in the list of LGAs whose residents are allowed to cross freely into Victoria.
"I'm not offended [that Junee was excluded]. I'm just trying to be pragmatic and practical about it. While it will be an inconvenience there has to be a line in the sand somewhere," he said.
"Unfortunately these decisions can't be changed to much to fit individual situations. We've all got to adhere to the advice and recognise there's a big picture here that we've got to protect the people of this country."
Victoria shut its border on January 1 to all NSW residents apart from those living in 15 designated border LGAs, which include Wagga, Lockhart and Hay but exclude Junee, Coolamon and Narrandera.
After much confusion, the Victorian Department of Health and Human Services has confirmed that NSW border zone residents can travel freely in Victoria as long as they haven't been north of the bubble in the past 14 days.

This means Wagga residents can't travel to Junee, Coolamon or Narrandera, for example, if they intend to cross the Victorian border within the next fortnight, which has caused some frustration among residents.
But Coolamon mayor John Seymour agreed with Cr Smith, saying he was happy with the "bubble" in its current form.
"Where do you draw the line? If you're on the outside of it, well, so be it," Cr Seymour said.
"It's never going to suit everyone. There's always someone who's going to get caught out. If we could get the thing to go away problem solved."
The Victorian Department of Health and Human Services did not respond directly to a question from The Daily Advertiser about Riverina local government areas being exempt from the bubble.
Narrandera mayor Neville Kschenka said he didn't think it was unfair his LGA was excluded, even though it sits in between the Murrumbidgee and Wagga "bubble" zones.
"We all need to be careful. This is a real concern. We've seen what's happened overseas," he said.
"I think our government's handled it well and hopefully over the next few months we'll be able to return to some sort of normality."
The NSW LGAs included in the "bubble" are Albury City, Balranald, Bega Valley, Berrigan, Broken Hill, Edward River, Federation, Greater Hume, Hay, Lockhart, Murray River, Murrumbidgee, Snowy Monaro, Snowy Valleys and Wagga Wagga.
