A spokeswoman for the office of Acting Premier Jacinta Allan has confirmed border residents will be able to cross state lines with just their driver's licence.
"Those living in our border communities will continue to be able to access the 'border bubble'- using their driver's licence to prove their residential address," she told The Border Mail.
"We are working with communities to set it up - but don't expect too many changes. It will be based on health advice/what we can facilitate for communities."
Residents who have been able to cross the border using just their licence since Victoria first introduced border restrictions will still be able to.
The areas included in the earlier bubble include Alpine, Benalla, Bendigo, Buloke, Campaspe, East Gippsland, Gannararra, Indigo, Loddon, Mildura, Moira, Shepparton, Swan Hill, Towong, Wangaratta, Wodonga and Yarriambiack municipalities.
And in NSW - Albury City, Balranald, Bega Valley, Berrigan, Broken Hill, Edward River, Federation, Greater Hume, Hay, Lockhart, Murray River, Murrumbidgee, Snowy Monaro, Snowy Valleys and Wagga Wagga.

Acting Victorian Premier Jacinta Allan has announced Victoria will close its border to the entire state of NSW.
Ms Allan did not say what this would mean for border residents but in a statement said more details would be announced shortly.
"For those in our border communities, we understand that you need to be able to travel in between New South Wales and Victoria, and we will have a process in place to allow that to happen. Details will be confirmed shortly," she said.
She said NSW had recorded ten new cases including one unknown case, while Victoria had recorded five new cases today.
Ms Allan said the state must protect the 'precious gains' of 2020.

She said from 11.59pm January 1 the border would be closed entirely.
"Under the changes, any Victorian currently in the Green Zone will have until 11.59pm tomorrow night to come home," she said.
"This does not include Victorians in the Blue Mountains City Council and Wollongong City Council local government areas, who must apply for a new permit and arrive before 11.59pm tonight.
"Any Victorian, regardless of where they're arriving from in New South Wales, will need to get tested and then quarantine for 14 days upon arriving in our state."
Ms Allan said Victorians returning to the state between midnight tonight and tomorrow must be tested and self isolate.
People who don't make it home before midnight tomorrow will need to undertake hotel quarantine.
"I know people are well and truly ready to be rid of this year, and this virus. But in taking it seriously, and acting quickly, we can stop its spread," Ms Allan said.
"My message to Victorians: we've got this. By wearing our masks, limiting our gatherings and getting tested if we have any symptoms, we can squash this virus just like we have before.
"And to our friends just north of the border - stay strong. We'll see you soon."
Western Australia has closed the border to Victorians from midnight tonight, declaring the state "medium risk".
