The Blues announced their list changes on Wednesday where Kennedy was not among the four players the club delisted.
They did however reveal their commitment to offer Kennedy a new contract through the upcoming AFL Rookie Draft next month.
It comes after Kennedy's original three-year deal with the Blues finished.
He managed 29 games for the club across the three seasons but was unable to establish himself as a permanent fixture in the Carlton team.
The 23-year-old played seven games this year and had a big impact in several of them, including the final round loss to Brisbane where he had 23 disposals and six clearances.
He spent the AFL Trade Period waiting to learn if he would earn a new contact, depending what eventuated with reductions to list sizes.
North Melbourne premiership player and media commentator David King was surprised by Carlton's move to rookie Kennedy.
"Clearly he is (a better footballer than being on the rookie list). I don't understand the whole rookie thing, how you can just slide a player from the list proper to the rookie spots," King told SEN Breakfast.
"I don't understand that. I think we've lost our way with the whole rookie scenario."
Meantime, Henty product Harrison Macreadie was delisted by the Blues.
Macreadie played nine games for the Blues across four seasons.
