Since the border closure in July, XPTs have terminated in Albury.
The service leaving Sydney at 8.42pm on November 25 will be the first to return to Melbourne with initial departure from the Victorian capital to be at 8.30am the following day.
Capacity will stay at 48 per cent to allow for distancing.
Meanwhile, the federal Transport Minister Michael McCormack says the North East line work being done by the Australian Rail Track Corporation is now more than 75 per cent complete with 80 bridges upgraded.
"We're well on track to complete construction on the project by mid next year," Mr McCormack said.
