After not taking part in the regular season, the Blacks dominated the shorter format of the game with a 26-0 win over Hay in the final at Leeton No.1 Oval.
Hay didn't win a game in their first Southern Inland season, but coach Manning Doughty thought the team was much better suited with more experience under their belts.
"We did have a bit of help from some Aggies girls but I think after a season under their belt, a few weeks off and a bit more training a few things just clicked better," Doughty said.
"We've got quite a fit sort of a team with no much size so the sevens did suit the girls a bit better."
However the Cutlets proved no match for the Blacks in the final, who took a 26-0 victory.
Hay did not take part in first or second grade this season due to COVID concerns after being set to jump from third grade to first grade to allow the Cutlets an avenue to enter the competition.
Doughty is unsure exactly where they will be in 2021.
"We were pretty disappointed not to get any footy this year with COVID but with the nature of it most of the boys are unable to work from home if there was to be an outbreak due to the footy," he said.
"We had to make the decision early to not compete but there are a few extra players coming next year but we've lost a few as well.
"We're no better but no worse off."
Meanwhile Leeton overturned a loss to Wagga City in their opening game to win on their home turf to take out the men's final.
Goal kicking separated the two clubs in their first game before the Phantoms found the form that scored success in Hay to take a 26-19 win in the final.
President John Hill was thrilled with how the day went both on and off the field.
"It was a good day and Southern Inland have to be congratulated," Hill said.
"The fact that our boys got up after a loss in the first game to knock over Wagga City in the last game was good. To win over the two weekends was fantastic."
Representative teams for the Capital sevens will be released in the coming days with the men's and women's team to play in Canberra on Saturday before Wagga hosts the second leg on November 21.
