Work has begun on the $9.2 million undertaking which will feature a mountain bike and running paths, a BMX track, a cycling education area, a mountain bike playground, a velodrome as well as upgraded car parking and barbecues.
Parks and recreation strategic asset planner Ben Creighton said the works would take about 12 months to deliver.
"It is designed for locals ... but it is also designed to attract some regional, state and even national events," he said.
"It will be really great for the economy in terms of bringing in tourism dollars for the city. We will be looking to finish in early 2022."
Thomas Lemerle, project manager, said there is a lot of work to be done when it comes to levelling the site.
"It's going to be a radical change, but one we hope everyone gets behind," he said.

Paul Johanson, a spokesman for the local cycling groups, said that the five clubs were excited to see the precinct take shape.
"It will be great for Wagga, and great for the Riverina," he said.
"I have been involved for quite a while with cycling in various elements, but it's really taken off, especially with COVID."
