After 10 years as the club's chief executive, White's employment was terminated on Friday, effective immediately.
A temporary replacement has been appointed before WHRC embarks on plans to advertise nationally for the position early next year amid plans of a restructure.
WHRC president Terry McMillan said it was an incredibly difficult decision to make after White oversaw the club's move to it's new multi-million dollar home at Riverina Paceway.
"We've had to make some tough decisions in these tough times and unfortunately Graeme wasn't in our plans going forward," McMillan said.
"We're doing a restructure of the whole employment situation because when we came to the new track from the old track, it was our promise that we would do a review of all positions.
"Graeme's been there 10 years, I've only been there three years so I don't know about the previous seven but the last three years as far as I'm concerned he's been very good in his job.
"We just had to make the tough decision and it was probably one of the worst days of my life having to do that."
The Daily Advertiser understands Harness Racing NSW (HRNSW) was heavily involved in the decision but McMillan said the call ultimately came down to the club's committee.
He did not want to go into specific details.
White said the decision caught him off guard.
"I was blindsided. I was called to a meeting and told it was a restructure and my job was safe. Then I was hit with a termination letter," White said.
"Outside influences with agendas from some sections of management level at HRNSW have been difficult to work with and control."
White added that he leaves the club proud of what he has achieved during his tenure.
"I've been in the position for 10 years in which time I have been part of overseeing the development of the new complex," he said.
"Membership has increased from below 20 to above 300 and club sponsors from around 10 to close to 60. I have overseen more than 400 meetings in my time with the club."
He also called upon HRNSW to fix the Wagga track as a matter of urgency.
"The track surface when it is wet is sub standard and is an ongoing issue that hasn't been addressed by HRNSW," he said.
"The committee has stated what it believes regarding this matter and it still hasn't been corrected. I was told in an email the track surface removal would commence two weeks ago (October 5) and still no movement."
Wagga is down to race on Friday but the meeting could be in serious doubt with heavy rain predicted for later in the week.
