The city's councillors endorsed the construction and operation of the $6.8 million complex, which will cater for 125 horses on the Beckwith Street side of the racecourse.
It is a project that has been four years in the making, according to MTC's chief executive Steven Keene, who said the development will help Wagga continues to be one of the leading clubs moving into the future.
He said the project needs to be "shovel-ready" by the time state government funding becomes available, which will give the city an economic boost during construction and once finished.
"Once completed, we estimate that there will be $2.5 million worth of economic activity to local businesses," he said.
"The project will create 40-50 jobs through the facility and their wages will go back into the community through shopping, retail, hospitality. So there will be a long-lasting impact."
The proposal however, did not come without objections where resident Tricia Harrison, who lives adjacent to the development, tried to convince Wagga's councillors to knock back the request.
The council also received 10 submissions against the project prior to the meeting.
In other news:
Mrs Harrison said the development should be relocated to a less populated area rather than being a "stone's throw" from a neighbourhood, which is a "centre of leisure and activity".
She said it has the risk of "jeopardising the health and safety" of Wagga residents. Despite her plea, the majority of the councillors voted to approve the stable complex.
Crs Paul Funnell, Tim Koschel, Vanessa Keenan, Yvonne Braid, Greg Conkey, Dallas Tout, Rod Kendall and Kerry Pascoe voted for the development whereas Cr Dan Hayes voted against.
