John Jones has filled in following after Adam Oliver was disqualified for 16 months after one of his dogs produced a positive swab.
Jones will return to his role as vice-president with Small the only person to nominate for the head role on Sunday.
He's looking forward to helping the club expand.
"I've been around greyhound racing since I was a kid," Small said.
"My uncle (Garry Small) is a trainer here but he used to be a trainer at Boorowa and race around Young and Cowra so since I was old enough to walk I've been following him to the track.
"It's just a natural progression really and I'm excited.
"It is going to be really good."
Small is confident the racing aspect of the club is well placed and instead he wants to focus on getting more people on track to enjoy the sport.
He believes the club has a lot to offer.
"I think increasing memberships and getting more people to the track is probably the main thing," Small said.
"We have the cheapest bar in Wagga and not many people know that.
"I think it is a great night out and especially once daylight saving starts back up you go down there on a nice evening with nice weather and it is a good way to kick your weekend off with a Friday night race meeting."
The club is also preparing for its turn to host the Million Dollar Chase.
Just the one heat will be run on Thursday before the first three greyhounds across the line qualify in next week's regional qualifier book their place for the semi-finals at Wentworth Park next month.
Tiggerlong Tonk headlines the race with the multiple group one placegetter, who is owned by Wagga's Mick Finn, drawn box seven.
Small believes it shows the competitiveness of racing.
"The quality of racing is really good and there is a lot of quality dogs who are competitive elsewhere once they leave Wagga as well," he said.
John Patton has also had a slight change in role becoming the club's secretary/manager.
