Tracey scored with the final play of the game to deny Waratahs victory at Conolly Rugby Complex on Saturday.
Waratahs flew out of the blocks to lead 15-0 at half-time before the Boiled Lollies started to click into gear.
Coach Ben Schreiber was pleased with how Wagga City managed to get themselves back into the contest before going on to take a 33-27 victory.
"We were pretty much playing catch up footy for that entire first half trying to just stick with them," Schreiber said.
"The second half the boys switched into gear, started playing our kind of football and realised we were going to have to work pretty hard to get ourselves back in the game.
"It was testament to them that they did that."
After their lead was eroded Tom Green scored to get Waratahs back in front late but they couldn't control possession giving Wagga City one last chance as Peter Little found Tracey out wide with a lovely cut out pass.
Schreiber was thrilled with Tracey's impact after playing second grade.
His finishing proved to be a big difference.
"Boxxy had a really good game after backing up from second grade for us," Schreiber said.
"He is handy anywhere you put him out on the field."
Nathan Seymour and Rei Spooner were also strong in the forward pack as Wagga City brought up their eighth win of the season.
Once again goal kicking proved to be the difference with both teams crossing for five tries.
Their only losses have come against Wagga City, Waratahs co-coach Angus Stevenson admitted the loss left a bitter taste.
"It just shows you the class of team they (Wagga City) are," Stevenson said. "They hung in there and did very well to get 33 points on the board in the second half.
"It shows you how good they are and it is frustrating but how knows what will happen.
"It is three weeks between now and the grand final which will be great for us with more time to work together and train together.
"Hopefully we can get a bit of a roll on but right now we threw everything at them."
Waratahs welcomed back Charlie Sykes from injury in the loss while winger Rob Selosse was cleared at the Southern Inland judiciary on Friday and took his place in the side.
Young gun Nathanael Mooney crossed for a double in the loss.
Both teams have the week off before the final round of the season.
They will clash in the grand final on September 26.
