Amelia's Antiques owner Noelene Wright said she was optimistic the car park would ease congestion in the area, even if it was "a long time coming".
"I think it should help for the businesses around there, that [staff] can park in the hospital rather than park in our spots, in front of our shop or just around the corner in Murray Street," she said.
The $30 million car park project is scheduled to begin in 2021, after the third and final stage of the hospital's redevelopment is completed.
Ms Wright, who has been at the helm of the Edward Street store for 25 years, said parking had always been an issue in the area.
"It's always been difficult ... before they changed it to two hour parking in front of our little shops you used to get hospital staff parking there all day out the front," she said.
"They just have to keep driving around and try their luck ... you'll usually find that Murray Street around the corner is parked out as well.

"You just have to look forward to things getting better and hope for the best."
Wagga Base Hospital general manager Troy Trgetaric said construction of the long-anticipated car park upgrade would go ahead as planned.
Mr Trgetaric said planning was underway for the multi-story car park, with further details to be released in the coming months.
"At the completion of the redevelopment and the car park project, there will be space for more than 800 vehicles to park across the campus," he said.
Mr Trgetaric did not give a time-frame for the car park's completion.
NSW Health Minister Brad Hazzard first revealed plans for the car park to The Daily Advertiser two years ago.
Mr Hazzard has previously said the new car park, along with other parking areas, should meet the hospital's parking needs until 2031.
