Friday's meeting was abandoned due to safety issues after Wagga received 5.6 millimetres in the four hours leading into the decision being made.
Chief executive Graeme White revealed the mobile starting unit failing to gain traction on the slippery surface was the biggest issue.
"The surface was very slippery and the mobile slid uncontrollably when they took it out on the track to test it," White said.
"It wasn't able to get any traction and it was unsafe. I'm pretty sure the horses would have be able to race on the track but the mobile not being able to be driven safely was the major issue."
Wagga's track has been resurfaced since opening in February last year after 0.2 millimetres saw two races abandoned last July.
There have been few issues with it since.
White believes the surface changes have worked to some degree.
"Previously it was to do with the clay in the track and a lot of clay was removed from it," he said. "The small amount of rain shouldn't have affected the track to the extent it did and we will be following this up immediately."
There was an attempt to transfer the meeting to Sunday night but it was unable to be achieved.
It means the region's next meeting is at Young on Tuesday before racing returns to Riverina Paceway next Friday.
Meanwhile Riverina participants are far from pleased with changes announced to the breeding scheme by Harness Racing NSW earlier this week..
From September 1, horses aged over four years will no longer be eligible to receive bonuses.
Two-year-olds will also only be eligible to win their bonus if they race against their own age.
Prominent breeder Rod Woodhouse is concerned NSW is being left behind by the changes.
"It just beggars belief," Woodhouse said.
"We are supposed to have more money than any other state."
Paul Kahlefeldt believes it limits the incentive to breed, when more should be done to encourage it.
David Kennedy also questioned the decision to have NSW Breeders Challenge heats at Young next month.
