NSW Minister for Regional Transport and Roads Paul Toole announced on Monday that traffic lights will be part of the $20 million upgrade to the Old Narrandera Road and Travers Street intersections of the Olympic Highway.
Mr Toole said the traffic lights were the "safest and most efficient options".
Two residents have pointed to a community consultation report on the bridge that recorded a higher level of support for slip roads and roundabouts than traffic lights.
Estella resident Keith Holder said he was "deeply disappointed" the government had gone with a plan that he claimed did not have community support.
"It's not a very good idea, it will only jam up the bridge during the morning and afternoon," he said.
"People wanting to get on the bridge at Travers Street would have to wait and then stop the traffic on the highway ... in my opinion, a highway is to keep traffic flowing."
NSW Roads and Maritime Services produced a consultation report on Olympic Highway intersection upgrades after taking in more than 300 online responses in June last year.
Transport for NSW said the feedback "revealed overwhelming support for the installation of traffic lights".
"We investigated 15 options for Old Narrandera Road and 12 options for Travers Street, considering future growth, safety and efficiency while also taking into account their impacts on the surrounding environment and road network," the project's website stated.
Estella resident Peter Mowbray said backing traffic lights was an "insult to the 300-odd people who put in a submission".
"The bureaucrats didn't take notice of the community consultation ... traffic lights were not the highest priority," he said. "What's the point in having community consultation if you don't take notice of the community?"

As part of the project, the Travers Street roundabout will be removed and the intersection moved to the south.
Wagga mayor Greg Conkey said he was "not sure that council has a preferred option". "I know there was some concerns by some councillors on having two sets of traffic lights," he said.
"Old Narrandera Road is a black spot and something desperately needs to happen there.
"I'm not convinced that a set of traffic lights are required at the Murrumbidgee Turf Club; a roundabout should continue."
