The two people returned from Victoria on Tuesday and had been notified of the need to remain isolated for 14 days to ensure the risk of spreading COVID-19 is low.
It was reported to police that they had been seen entering a store on Cressy Street over the weekend.
Murray River Police District officers attended a home on Decimus Street at about 12pm on Saturday to investigate.
The 33-year-old woman and 31-year-old man allegedly told police "it's a free country" when asked why they had breached the self-isolation order.
They were both issued with on-the-spot fines of $1000 each.
