Officers from the Riverina Police District went to a Temora holiday apartment on Parkes Street about 5pm on Thursday after receiving information related to self-isolation directions.
Police spoke with two Victorian men who arrive in Temora on Tuesday under a permit allowing them into the state, as they were passing through to move to Queensland.
The men were staying in Temora for their self-isolation period, however it was found that one had gone to a local gym for a workout, as well as visiting a chemist earlier the same day.
Following inquiries, officers issued the 37-year-old man with a $1000 Penalty Infringement Notice for failing to comply with the public health order around COVID-19.
