Home Consortium chief executive David Di Pilla did not reveal which stores would be housed at the former Masters site, however, he hinted that shoppers should expect "similar elements" to the one in Ballarat.
The Ballarat HomeCo currently includes a Plus Fitness gym, Godfrey's, Spotlight, and a PetStock, among other stores.
Mr Di Pilla also hinted medical services would be a likely inclusion within the Wagga centre, as well as the pre-existing Anaconda, PetStock, and PillowTalk chains.
There are no firm dates for when construction will begin or when the centre itself will be open for business, with talks still underway with one of the tenants.
Mr Di Pilla did not reveal the source of the delay, but he said further updates would be forthcoming in the next week or two.
"We're still working on it," Mr Di Pilla said.
"We have 36 centres across the country and we've opened 30 now, this is just going to take a bit more time to get it right."

Mr Di Pilla had previously been looking at a 2017 opening, but three years later the site on Hammond Avenue remains empty and unused.
HomeCo's latest prediction was for a June 2021 opening, although a formal confirmation is still forthcoming.
When it does open it will replace the old Masters building in East Wagga, which was abandoned by the Woolworths Group four years ago amid chain-wide losses.
The entire chain was then bought out by Home Consortium, who began rolling out HomeCo shopping centres across the country to replace the old Masters sites.
Wagga's centre will be large in scope, accommodating 391 parking spaces within the 150,000 square metre complex.
It is one of several major developments in the pipeline for Wagga, with progress being made at the corner of Edward and Baylis streets and the old abandoned The Mill site. The Wagga centre is one of three sites to have recently received the green light, the other two being in Ellenbrook in Western Australia and Bathurst.
Bathurst's HomeCo is already up and running, with a new Harvey Norman shop being the major anchor retailer for that site.
