President Warwick Grant hopes the 50 per cent reduction will assist clubs with their costs through the impact of the coronavirus crisis.
Meanwhile Southern Inland have elected not to change rulings regarding competitive scrums this season.
It was muted at a board meeting on Monday, but the status quo will remain.
Rugby manager Jack Heffernan has also been in contact with Albury and Denilquin over the impact of the closure of the NSW-Victorian border.
The Steamers are setting up training facilities for players based in Victoria.
"They've set up a training ground in Wodonga for those guys to use with the hope in the next four weeks those restrictions will change," Heffernan said.
"It is a similar situation at Deniliquin where up to nine players on the other side of the border.
"We are working with both clubs for what that looks like moving towards the season kick off."
Albury and Deniliquin both have second grade teams entered, while the Steamers also have a women's side.
Both competitions are set to start on July 25.
