The club will hold their first training session at Conolly Rugby Complex on Friday, but expect to have 14 teams from under 6s to under 17s in 2020.
The addition of three girls tackle sides has seen a boost to numbers.
President Erica Beggs is thrilled to have so many looking to try their hand at the sport.
"It's going to be a great opportunity for kids to have a go at rugby in the short season," Beggs said.
She is also pleased to help give girls a better opportunity in rugby.
"We'll have an under 13s, under 15s and under 17s tackle team and it means those younger age groups won't have to play with the boys but can play in a girls sevens comp," Beggs said.
"It is really exciting for Wagga to be going down that track."
With restrictions easing, contact training is allowed with Crows officials waiting until after July 1 to help kids adjust.
However Southern Inland will run a non-competitive competition in 2020.
Six gala days will be held throughout the season with all 11 clubs set to take part.
The season will start on July 26. Other rounds will be held on August 2, 16 and 30 as well as September 13 and 20.
Rugby manager Jack Heffernan believes introducing a non-competitive season will allow all participants to go out and focus on participation and enjoyment, rather than results.
"It's to push participation and enjoyment for this year," Heffernan said.
"It also helps we don't have to send clubs further away than we would like to balance the draws out.
"We can limit travel this year to help those families who have gone through a tough time, like all of us."
Venues and draws are still to be determined however half gala days, or even third and quarter gala days, will be introduced to start the season.
While the number of teams have grown there is still plenty of room for those looking to try out rugby union.
Anyone interested in playing can contact Beggs on 0407 293 684 or get in touch through the club's Facebook page.
