With doors set to open to financial members and guests at the next race day on July 6, the general public areas will remain closed off, and guidelines will still be in place to ensure social distancing measures are applied.
MTC Chief Executive Officer Steve Keene said he was "very excited" about the announcement.
"It's a positive step in the right direction, and we are really looking forward to having more people on site," he said.
"I know a lot of our members are really looking forward to it as well.
"We have a good core of loyal members who have waited for this announcement with anticipation, and we will definitely follow any and all regulations set out for us."
Those wishing to attend a race meeting are required to book ahead for the hospitality area, and must remain seated where possible.
Racegoers attending hospitality areas will be restricted from accessing the trackside and horse precincts, and must abide by the 1.5 metre social distancing rule.
People showing symptoms of COVID-19 must stay at home.
