The under 20s are now part of a four-team competition however Hall will be allowed to head back to his junior club instead.
Raiders coach Ash Barnes believes the move home will be a big benefit for all involved.
"He'll train with us Monday and Wednesday but will then go out and train with them on Friday and play on Saturday," Barnes said.
"We want to support the junior clubs of these players.
"Obviously it is not ideal circumstances with any of the competitions this year and whatever we can do to help support local clubs we will try to do."
Tumut were looking at picking up a Raiders under 20s player before the amateur competition was formed while Kangaroos product Matt Fellows and Gundagai's Clay Webb will remain in Canberra for the four-season week.
Young coach Nick Hall, who is no relation, has been impressed with the development of the promising outside back over the pre-season.
"At this stage it is business as usual and the show goes," Hall said.
"Unless something changes, and they reverse the right to do that he'll stay with us."
The coach fully expects Hall to play a big role in their hopes of rising up the ladder.
"I think he gets plenty of good footy over here in a good team against some very good teams," he said.
Clubs will be able to start contact training from July 1.
Hall can't wait to start the next phase ahead of their first clash against Junee at Laurie Daley on July 19.
"A bit like everyone else I feel the season is creeping up quick," he said.
"We just have to get started and see how we go.
"It is going to be one of these years where things evolve."
With Hall coming in as coach, Young have made plenty of changes to their side with Joe, Mick and Ben Picker leading a plethora of new faces at the club.
With a shortened preparation it makes building combinations more difficult and Hall hopes the side can adjust quickly.
"Some of those sides have had time together although a few of them are going to be throwing some new faces in there," he said.
"It will be interesting to see how everyone pulls them together but Young has a big job in that regard.
"It is a long journey and while eight weeks doesn't seem like a lot it is still a big journey and have to start walking and course correct as we go."
