About 11am on September 21, 2018, police were alerted to reports of a man being held hostage at a home in Lae Avenue in Ashmont.
Police arrived on scene and conducted inquiries, but no one was found in the area.
About an hour after police left the scene, they received another report of a house fire at the same address and once again conducted further inquiries, but no suspects were found.
Riverina Police District Detective Inspector Adrian Telfer said the two incidents were believed to be related.
"Shortly after the fire, two persons were seen leaving the house, with one riding a ride on lawn mower," he said.
"We do believe that all parties involved were known to each other."
Inspector Telfer said police were unable to give further details on the individual detained against their will at the time of the offence, but do believe they are now safe.
"This is a very serious matter being investigated by the Riverina Police District detectives under Strike Force Edgecliff, and the reason for us being here today is to appeal for information," he said.
"It is very important that anyone with information on the incidents or who saw anyone in the area at the time of the crimes committed come forward."
Detectives would like to speak to two men who may be able to assist them.
One of the men is described as being of Caucasian appearance, with short hair. At the time he was wearing white clothing and a baseball cap.
The second man is described as having olive skin and dark shoulder length hair in dreadlocks.
The home where the kidnapping and house fire allegedly occurred is under Department of Housing control and is currently unoccupied, with fire damage still visible.
Anyone with information is urged to contact Wagga Police Station on 6922 2599, or Crime Stoppers on 1800 333 000.
