The usual gauntlet of people offering how-to-vote cards has been replaced by some parties with collection points as part of wide-ranging efforts to reduce the risk of virus transmission.
Liberal candidate Fiona Kotvojs said "people had been very conscious of social distancing, which is really critical".
"People have also been encouraged to carry the COVIDSafe [smartphone] app as another precaution," she said.
"Certainly, the Liberal party to minimise risks we have the how-to-vote cards available for people to take rather than have them handed to them.
"We have a particular place where they are visible and available and we have someone to direct people to them."
Labor candidate Kristy McBain's campaign was contacted for comment.
Dr Kotvojs said it was a quiet start to early voting in Tumut on Thursday.
"It has been quiet so far in a lot of the pre-poll booths, which is like it was last year," she said.
"Because pre-poll is three weeks, the first few days are quiet but it builds up."
Hand sanitiser will be available at voting booths and pencils will be single-use only but voters will be able to bring their own pen or pencil to fill out their ballots.
"Your wellbeing and that of the Eden-Monaro community is important to the AEC. That is why at this by-election we have introduced a range of protective measures at polling places, including social distancing and other hygiene practices," Electoral Commissioner Tom Rogers stated in a letter sent to voters this week.
"These [actions] are based on advice from health authorities and comply with specific restrictions and rules in place. While these measures are designed to protect the community, it does mean they will also slow the voting and counting processes at this by-election.
"It may take longer for you to cast your vote at the polling place, and you may have to queue under social distancing rules."
Tumut's early voting centre is in the Country Women's Association Rooms at 148 Wynyard Street.
