The NRL and AFL are now allowed up to 2000 fans to attend some games, depending on what state they're played in.
Given Racing NSW CEO Peter V'landys is also chairman of the Australian Rugby League Commission, Keene is hopeful racing will soon follow the NRL's blueprint in working towards uncapped crowds.
"Both codes (NRL and AFL) have the same man pushing the same agenda, and I'm sure he is having the same conversations (about racing)," Keene said.
"We're in a fortunate position there, I think we'll be one of the first codes to have crowds and we're looking forward to it.
"I'm sure there's a lot of work we don't know about that he's doing, and it's all for the betterment of racing.
"Getting the owners back here is the first step back. Potentially it's a sign of good things to come.
"Late Friday night the government gave the green light to racing NSW and we'll continue to speak to those relative parties as this progresses."
In a Racing NSW statement, V'landys indicated crowds could be back on course by the start of next month.
"Racing NSW also looks forward to the further relaxations to be implemented from July 1, 2020 that will allow up to 10,000 spectators to return to NSW racecourses," V'landys said.
"The announcement will be particularly welcomed in country regions where the race clubs don't necessarily have the facilities to take advantage of the previous relaxation of restrictions in respect of existing seated food and drink areas."
Keene added: "As we start to get crowds back it will be good for the club financially.
"The sooner we can get racing back to normal the better."
