The reigning premier has discussed the move at board level and is set to vote on the radical idea next week.
While the Hume League has abandoned senior football for this year, the Riverina and Farrer Leagues remain hopeful of playing a shortened season.
Both leagues have a proposed start date of July 18 comprising a nine-week season plus finals.
Tiger president Jason Gooden said the club hadn't given up hope of playing
"We are going through the process of exploring our options," Gooden said.
"I'm not sitting on my hands and am determined to have a crack at playing football if we can.
"If the government further eases restrictions and some leagues start playing, we want to stick together as a club.
"We have discussed our options at committee level and it was unanimously agreed we should explore other options.
"We have sent a few emails off regarding what is possible.
Gooden said the club was acting in the best interests of its players.
"Our players are keen to play," he said.
"As a committee we are here to support young people and play football.
"If it is deemed unsafe to play by the government we won't play.
"But if it is safe and other leagues start playing we are going to explore our options.
"The benefits to the community of playing outweigh not playing."
Osborne has still been training once a week on a Saturday morning.
Tiger coach Joel Mackie was the most outspoken opposing the league's decision to abandon its season at a recent meeting involving coaches and presidents.
