The man behind the wheel of a yellow Holden VF Commodore first caught the attention of highway patrol officers at Goulburn at 9.52am on Wednesday, when he was clocked at 150km/h in the southbound lanes.
The Hume Highway is a 110km/h zone.
When police stopped the vehicle, the 21-year-old driver produced a NSW P2 licence, which further restricts him to travelling no faster than 100km/h.
The man then allegedly failed a roadside drug test, which police said produced a positive result for cannabis, and he was arrested and taken to Goulburn police station for secondary drug testing.

As well as being fined $2482 for exceeding the speed limit by more than 45km/h, the driver had his licence suspended for six months and he was issued a court attendance notice for possession of a prohibited drug. He was then released from police custody.
"The vehicle or registration plates were not seized as the drier was not the vehicle owner," police said.
Just shy of five hours later, the same car with the same driver - whose licence was suspended after the morning incident - was stopped at Jugiong after zipping past police at 159km/h.
The driver then allegedly failed a roadside drug test for the second time that day.
"He was placed under arrest and conveyed to Cootamundra Police Station," police said.
"After completing secondary drug testing, the male was charged with driving whilst suspended, and exceeding the speed limit by over 45km/h.
"Laboratory results for both secondary drug tests are pending."
