Organisers have made the difficult decision to hold off on the event, which has been running for more than a decade and usually attracts several thousands people to the small town of Lockhart on the second weekend of October.
Festival president Peter Veneris said the event, which features fine art, market stalls and fireworks, required significant forward planning.
"We need to be able to plan with certainty. We really need to be making a decision now," he said.
"Given the restrictions ... we don't believe we can put on a meaningful festival and comply with the social distancing rules."
Mr Veneris said although it was "a shame", the festival was cancelled to protect the health of its elderly volunteers and the wider community.
Organisers are planning for the event to return in 2021 with renewed energy.
"The festival is a celebration of community resilience," Mr Veneris said.
"With the support of our volunteers, sponsors and the local community, we hope to return next year with a bigger and stronger festival."
