The Wagga horseman qualified the four-year-old for the group one in the initial round of heats.
However as he is not an A grade driver he is currently ineligible to take the drive at Riverina Paceway.
Harness Racing NSW are expected to make a decision on Monday morning and Woodhouse isn't expecting good news.
"I'm pretty sure it won't happen but I've been told there is a slight chance they will remove the clause," Woodhouse said.
"I think I'm only a 20 per cent chance of being told I can."
Woodhouse is not alone with James McPherson, Brian Smith and Bayley Duck also qualifying horses as B grade drivers.
The group one status of the race is the reason A grade drivers are required however due to introduction of regionalised racing due to the coronavirus Woodhouse is hoping for an exemption.
"I can't get an upgrade of my licence as I've had too many suspensions but there may be a slight chance they will remove the clause because of the zoning," he said.
"It's not like I can get Chris Alford up here to drive it and there are only so many A grade drivers around here."
Woodhouse was unaware of the rule when he qualified We Salute You for the final and is yet to work out a back up plan.
