Riverina Police District Inspector John Aichinger said officers were called to a fight between five females at the shopping centre at 3.40pm on Thursday. Security personnel were also forced to intervene.
At the time, Inspector Aichinger said two females, aged 17 and 19, were identified as the alleged victims of the altercation.
He said the pair were allowed to leave the shopping centre under the agreement they would go to Wagga police station and provide statements.

They did not attend the station, but were later identified by police as the alleged instigators and arrested.
Inspector Aichinger said police were "unaware of the actual motive and reason behind the fight", but it appeared all five of the females involved were known to each other.
After reviewing CCTV footage and further investigations by police, he said it was deemed the three other females were victims of the crime.
The alleged instigators of the brawl have both been charged with affray. The 19-year-old is due to appear in Wagga Local Court on July 29. The 17-year-old will be dealt with under the Young Offenders Act.
"The offence of affray is centered around making people feel safe. It is when people act and threaten violence in a manner that makes people feel unsafe," Inspector Aichinger said.
"No injuries were sustained by these people, but they are still committing an offence.
"This kind of a behaviour is unacceptable in our community."
