However it hasn't diminished the town's desire to see their team back on Anzac Park this season.
"Just as long as everyone remains healthy has been our main focus," Hay said.
"As a club as a whole we are really looking forward to getting on the field and I think it is important that we do play some sort of footy but we will be guided by what Pete (McDermott) and the (Group Nine) board and the feedback they get from the government and NSW Rugby League with what happens."
Gundagai missed out on a Group Nine grand final appearance for the first time in eight years when they were knocked out by Tumut in a dramatic preliminary final last season.
With the Tigers the main sporting outlet in Gundagai, Hay believes there has been a big void without the season being able to start.
"I think it is important, especially for a small town like Gundagai as the whole town gets behind our club," he said.
"We haven't got any competing sports - we haven't got soccer or rugby union or AFL to compete with - so the whole town backs our club and the whole town misses it.
"From our mayor down everyone misses our footy so I think it is important if possible we play something."
The impact on player contracts is one of the biggest uncertainties for Group Nine clubs.
However with some many unknowns, Hay believes it isn't the right time.
"You can't say you are on xxxx but now we are only going to pay you half an x beacuse you don't know and you can't make a decision," he said.
"We will cross that bridge if and when we get to it."
Among the many businesses who sponsor the Tigers are the Services Club as well as the Criterion and Family Hotels.
However COVID-19 restrictions in place Hay couldn't see how the club could ask them for support this season.
"In bush rugby league, it doesn't matter if you are Group Nine or any other group, you will find your major sponsor is either a pub, a club or a combination of one, two or three of them," he said.
"Our major sponsor is the Services Club and we are also very well sponsored by the two local hotels, the Criterion Hotel and the Family Hotel, and we support all three of those through our season but how can we ask them for sponsorship this year? You can't do it as they are closed and have no income."
