Police attached to the Riverina had allegedly found the two owners - one of whom was the hotel's manager - drinking at the main bar of the property with a hotel guest on April 7.
The manager, who had been previously warned about abiding by public health orders, received an on-the-spot fine for breaching ministerial directions.
Riverina's sergeant Nigel Turney said that police understand the impact current COVID-19 restrictions have on businesses, but they are in place for a very good reason.

Sergeant Turney said it was important that businesses and the community follow the rules to minimise the spread of the virus in the area.
"Individuals and businesses who continue to disregard these restrictions are putting the community at risk," he said.
"We would like to thank those members of the community that have been staying home, avoiding non-essential travel and stopping the spread of COVID-19."
