The car chase lasted only five seconds before the sedan lost control on Connorton Avenue, rolled, and came to a rest in the neighbouring park.
The alleged driver ran away, but later that morning officers identified the man, tracked him down, and took him into custody at Wagga Police Station.
The passenger was arrested on the spot, and he was taken to Wagga Base Hospital for cuts to his head and minor injuries to his shoulder.
Wagga police discovered tools and goods in the boot of the car that were stolen off of a work site in the Bourkelands area on Tuesday night.
Inspector John Aichinger reminded locals to keep their property secure, especially given the spate of tool thefts in recent weeks.
"It's so important for people to lock vehicles, lock houses, because the harder it is for offenders to steal things the more evidence they leave behind," Inspector Aichinger said.
"When people make it an easy target, unfortunately there's not a lot of evidence to be uncovered."
Inspector Aichinger said investigations were ongoing and charges were yet to be finalised, however he said police were considering adding breaking coronavirus quarantine to the list.
"There possibly will be some COVID-related charges pending, depending on what they say and the evidence available," he said.
"It's certainly not a time where people can get away with crime."
