Councillors will on Wednesday night gather virtually for an extraordinary meeting to debate a rescission motion to reverse the decision, which mayor Greg Conkey said had been "overwhelmingly condemned" by people in the city and across the country.

The motion was signed by the mayor and councillors Dan Hayes and Rod Kendall.

A Paul Funnell-led motion to sever Wagga's relationship with its Chinese sister city Kunming passed on the votes of just three councillors at last week's ordinary council meeting.

Cr Tim Koschel, who was acting chairman for that agenda item, used his casting vote to get the motion - which also sought to end any friendship arrangements and memorandums of understanding associated with the People's Republic of China - over the line.

Councillors Funnell, Koschel and Yvonne Braid supported the move, while councillors Kendall, Hayes and Vanessa Keenan were opposed.

Councillors Dallas Tout and Kerry Pascoe both declared different conflicts of interest and did not vote. Cr Conkey was absent from the meeting due to illness.

Cr Tout told The Daily Advertiser he declared a significant non-pecuniary interest because his wife was a community member on the council's sister city committee and was its chairwoman.

He said last week's meeting was not the first time he had chosen to be absent during discussions about any of Wagga's three sister cities.

"Even when the minutes come up for approval, even if there isn't any consequence or contentious items, I declare and get out," he said.

"Because conflict of interest is the perspective that you might impact other votes, that is why I do it."

Cr Tout said he would be absent from Wednesday night's debate.

"How can I declare something for 12 months and then choose to stay in the room?" he said.

"That is inconsistent and I was in great angst about it but I had to be consistent."

Cr Pascoe declared a pecuniary interest because he has visited Kunming twice, has approved funding for visits and has been a member of the sister city committee.

He said his policy on removing himself from debate was "if in doubt, get out."

Asked how he would have voted last week, Cr Pascoe said he had "no thoughts either way" on the matter.

"I don't want to put my position out there and I don't have one either way because I have a conflict of interest," he said.

"I sit on the sidelines as normal."

Cr Pascoe said the community would have to wait and see if he declared a conflict at Wednesday night's meeting.
