An application has been submitted to the Southern Regional Planning Panel following more than 12 months of racing at the custom built facility at Cartwrights Hill.
HRNSW chief executive John Dumesny is looking to increase the number of meetings allowed in a year from 35 to 52.
"This is part of our overall plan for the property, that is to build on the number of race meetings," Dumesny said.
"The application is a staged increase to get to one race meeting a week."
Part of the application is also to alter the times which the facility can be used.
Currently the cut-off is 10pm, with the application looking to extend it by one hour.
Dumesny emphasised that change would be for racing, not for other functions using the clubhouse.
"Harness racing is predominately a night time sport," he said.
"The current time just cause issues and we are not going too much longer and it is only for the sport.
"It is not for any other social activities."
There is also a push for an earlier start to see if it opens different avenues.
Currently all TAB race meetings in the Riverina have been transferred to Wagga due to the coronavirus crisis as part of a regionalisation initiative implemented across the state.
