League president Brendan I'Anson said clubs were "busting" to play football and netball and believes goodwill will prevail when the coronavirus lifts sometime after May 31.
Clashes with cricket shape as a potential stumbling block while finals may have to be switched from league headquarters with the Walbundrie Show set down for Monday, October 5.
"A lot of ideas are being thrown around which is great as you want to have plans in place for when the season hopefully starts," I'Anson said.
"We will do everything we can to start as clubs are busting to play.
"I think everyone would be flexible if we got going in June or July."
I'Anson said there was particularly strong interest in the competition with seven clubs - Howlong, Rand-Walbundrie-Walla, Lockhart, Osborne, Billabong Crows, Henty and Culcairn - appointing new coaches.
Meantime, the neighbouring Ovens and Murray League is prepared to push back the start of the season until as late as early August.
The league presented clubs with three alternative start dates at a meeting last week as the evolving COVID-19 pandemic changes almost on a daily basis.
The three proposed start dates are June 27, July 25 and August 8.
All three proposals comprise nine rounds enabling clubs to play each other once.
The finals series will be shortened if the season starts after June 27.
A condensed finals series of three weeks was also discussed at the meeting. The format proposed is a final eight with the highest ranked side playing the lowest.
