Residences along nearby Beckwith Street were sent anonymous letters last week claiming the $6.8 million proposal, which includes 125 horse stalls, would harm amenity and property values.
"Imagine how many people have to come and go at all times of the day and night...jockeys start 4.30am, horse floats returning from out of town meetings plus the services to support that," the letter stated.
The letter's author also stated they had concerns about additional traffic in the area, impacts for odour on the nearby Sportsmens Club Hotel and raised levels of dust and flies.
MTC chief Steve Keene told The Daily Advertiser that the plans had curfews and design features to protect nearby residences.
"The stable operations hours will be from when the track opens. They beauty of it is because it will be trainers working there it will not be horses coming and going at all hours," he said.
"There will just be some light traffic from stablehands and trackwork riders in the early hours of the morning.
"It's not like it's for one or two night stays. They horses will live there and work at the track.
"The boxes will all have rubber linings so there will be very little noise."
Mr Keene said the development would be a "great economic boost" for the MTC and for Wagga and nearby businesses had "nothing to worry about".
"It's understandable that people are out there who have questions and our door is open to them," he said.
"The planning application that has gone in, we have made sure that everything has been thought of and there are procedures for everything there.
"It will be a boost mainly for Wagga in creating new jobs."
The MTC's application stated the proposal was "supported by specialist reports in relation to odour impact, traffic impact and waste management, which do not raise any significant issues that would impede the approval of the development on the subject site."
Wagga City Council has extended the notification period for the MTC's application and will accept written submissions in response until 5pm on April 3.
