The council's general manager Peter Thompson and mayor Greg Conkey met with Ms Pavey on Tuesday to discuss a debit credit scheme request made in November.
If approved, the council will recover a volume of council treated water, diverted into the Murrumbidgee River, to be used to top up the lake in early spring each year.

Cr Conkey said the request had not received the green light, but Ms Pavey was "very positive" about the approach.
"There were a couple of issues that they want a little more information about so [Mr Thompson] and the department head will meet in the next two weeks to look at the finer points of the submission," he said.
Wagga councillor Paul Funnell said Ms Pavey's response was "a giant leap" forward, but the council cannot take its "foot off the accelerator when it comes to fixing the lake".
"The lake is so important for our economy, social fabric and environment," he said.
