Harper made an unbeaten century, retiring when he made it to 100, as part of a mammoth score at Wagga Cricket Ground.
Wagga finished their 45 overs at 4-231 with Caleb Walker and Jake Hinds also contributing valueable runs.
South West had few answers after being bowled out for 86.
Myles Guy led the way with the leg spinner taking 4-17, Perri Nash snared two wickets while Harper picked up one as well.
Coach Ben Crittenden was thrilled with the under 14 team's performance.
"To put on 231 was a very good effort," Crittenden said.
"They caught extremely well in the field, took all the chances, it was excellent fielding with some sharp chances."
It wasn't the first time Wagga had dismissed a side cheaply, removing Griffith and Hay for less than 50 in the lead up.
Harper's century was one of four big scores throughout the competition.
He posted another century and also made 88 and 59 in his four knocks.
However Wagga sides couldn't complete a clean sweep following success in the Derek Rogers Cup with Leeton causing a boilover in the Warren Smith Cup.
Wagga Blue hadn't lost all season in the under 16s but fell in the big one after being bowled out for 129 chasing Leeton's 9-177 from 50 overs.
Jake Scott was the best of Wagga's bowlers, taking 3-25, while Edouard Grigg top scored with 40.
