Five Vipers teams, including four in the girls divisions, made finals at Jubilee Park with the under-eight girls winning the title with a 9-6 victory over Cronulla Sharks.
With the first touchdown worth three points and the second two, Wagga scored twice early in the under-eights decider to set up the victory.
The under-18 girls fell a couple of steps short of defending their title after a 5-2 loss to Easts Roosters in the semi finals, a replay of last year's final.
Wagga fought hard in the under-10 girls decider before going down to the Sharks 4-3, with the Vipers also losing finals to the Sharks in the under-10 boys (13-2), to Penrith in the under-12 girls (7-4) and Parramatta in under-16 girls (7-2).
Vipers under-16 girls coach Evan Robertson said the pathway through for the juniors is ensuring local teams are punching above their weight against Sydney teams.
"Wagga on the girls' side has done well for many years and success breeds success." he said.
"As the younger groups come through they see the older ones who are really professional with their preparation and play good, structured touch.
"Everyone's been training since October and it's a big effort by a lot of people to see that many teams competing with the best teams in Sydney and south-east NSW.
"That's credit to a lot of people, but especially the players."
Eight Wagga teams made the semi finals which, barring the under-eight girls, earns them a sport in the state finals at Penrith on March 7.
Viper under-eights girls coach Ray McFadden said their win was reward for hard work.
"It's comes down to the development program Wagga Touch has been running the past three or four years, the skill level has been getting bigger and better every year," he said.
"There's a lot of local teams that made finals, or at least made the top four to go to Penrith which is pretty exciting."
