Dickson played with the Wagga club after making a return to rugby league in 2017 and 2018 before heading back to Junee last season.
However with his return to the Diesels hampered after breaking his leg after a motorbike accident in the off-season, Dickson has found himself back with Kangaroos in 2020.
New coach Hayden Ashcroft is pleased to have him back on board.
"He's experienced in what he does and he has speed so if we can get him fit he will be a great addition," Ashcroft said.
"Something we probably lack is someone on the wing who has experience and he can cover a few positions as well.
"Obviously not just on the wing but he can play anywhere on the back line."
While Ashcroft is unsettled on just where Dickson will line up, with the ability to create opportunities from anywhere on the field his presence allows for another attacking option for Kangaroos.
The Roos back line was plagued with long-term injury problems last season and Dickson only adds to the potential on their edges for 2020.
Ashcroft has upped Kangaroos training load in the lead up to their return to the West Wyalong Knockout, with three sessions a week, and is looking to use the pre-season event to discover how best the team will line up.
"He'll be in the squad playing at West Wyalong and I'm sure he will go well," Ashcroft said.
"Wyalong is a trial so we will be playing people in different positions across the park and he will be one of them."
Dickson's arrives comes after Ashcroft returned home to coach his junior club.
Matt Henery has made the move across from Gundagai after a year out of the game and Jake Mascini has switched back to league after wining a Riverina League premiership with Wagga Tigers.
Kangaroos have also welcomed on board Eddie Lagaali and Hayden Murphy as they look to cover the departure of former captain-coach Glenn Dumbrell and Dana Ratu, who has linked with Southcity.
Ashcroft hasn't ruled out some more new faces.
"We're in good stead at the moment with a few signings," he said.
"Obviously the season is still a little while a way so if we could have a few more inclusions anything helps but I'm pretty confident."
