The Magpies have become the first AFL Riverina club to be given relief under the Player Points System (PPS) since its inception in 2016.
TRYC successfully applied for two extra points, while Mangoplah-Cookardinia United-Eastlakes' case was denied by the League Equalisation Panel (LEP).
The PPS limit will drop from 38 points to 36 in both Riverina and Farrer competitions this year, but the Magpies' success means they will continue to work with 38 for one further season.
LEP chairman Scott Oehm said a lot of consideration went into both decisions.
"We just don't look at the success and failures of one year, we look at the whole thing. We look at juniors, seniors and obviously demographics play a role in it as well," Oehm said.
"The Rock, we just thought need that little bit extra help for 12 months so we gave them two extra points. As a club, where they are, they haven't got a lot of recruiting power to work with.
"The fact that they've gone backwards over the last few years was a major factor in it. The extra two points might help them top up with one better player."
A couple of conditions were placed on TRYC's two extra points and Oehm added that the appointment of Brad Aiken as the Magpies' new senior coach was a 'fantastic' move.
Oehm explained that MCUE did not qualify for the same relief.
"They put their case forward that Mangoplah, as a village, has a population of 320 but with the drawing power of MCUE you have got to take into consideration the south eastern suburbs of Wagga where Eastlakes-MCU are and what that gives them," Oehm said.
"Over the past 12 seasons, MCUE's second grade have made appearances in finals every year and their senior side has been in eight of the past 12. In particular, both their firsts and seconds have made finals appearances for the last five seasons so their success has been there and the club needs to be congratulated on their results."
TRYC president David Pieper welcomed the decision.
"We're losing five players this year, all one pointers, and it's going to be a real battle to replace them when we haven't had 17s for the last five or six years," Pieper said.
"We just don't have the kids, being a small country town, so the two points will help."
MCUE president Jesse Cunningham said his club accepted the decision.
"We were appreciative of the chance to put our case forward and have it heard," Cunningham said.
"We got a really good written response on how we can better manage player numbers going forward and a few suggestions that we'll take on board."
The LEP consists of Oehm as chairman, Rob Richards, Ben Creighton and Phil Hatty.
