Chisholm produced two rounds of 69 at Wagga Country Club over the weekend to finish at six under par and take the $8500 tournament for a second time.
Chisholm backed up his 2017 success with a two-shot victory over John Betland on Sunday.
The Forbes visitor shared the overnight lead with Chisholm at three under par before the Wagga golfer edged clear during the second and final round.
The pair cleared out and were the only two golfers to finish under par with Wagga Country Club member Kyle Tuckett finishing third at three over after rounds of 73 and 74.
Chisholm's total of 138 was one of the best scores to win the title in recent times as he made the most of the conditions to produce two impressive rounds.
Wagga Country Club's club captain Brian Harris said Chisholm's victory capped off two great days of golf.
"Absolutely, Luke hit two good scores and was very consistent," Harris said.
"It was a good weekend, we had great fields and it was another successful City of Wagga Open."
Gerard Bradley won the B grade title with a score of 169, from Caden Byrne (172) on countback from Isaac Molloy (172).
Joshua Grieg shot 190 to win C grade by one shot from Bill Halliwell.
There was 200 golfers take to Wagga Country Club for the opening round on Saturday, followed by another 140 on Sunday.
After a successful two days of the Kilbrogan Trading City of Wagga Open, the long weekend will continue at Wagga Country Club with the $1500 4BBB Medley.
The Australia Day weekend events kick off what is a big couple of months ahead of golf in the city.
