While many residents have taken to social media to express concerns over the risk of fireworks, the city's mayor Greg Conkey and Riverina Zone RFS superintendent Roger Orr have both said the display was safe to go ahead.
Councillor Conkey said the council would be collecting donations for areas affected by bushfires, and those which would be unable to hold fireworks displays, on the night.
"We had a discussion at our pre council meeting a few weeks ago where there were quite a few suggestions to think about cancelling the fireworks display due to bushfire risks, but the overwhelming view of councillors was to go ahead with the display," he said.
"We are in a fortunate position here in the middle of the city where we believe the risk is very low."
Superintendent Orr backed the council's decision and said all necessary precautions would be taken.
"There is always potential, but they've been doing it for a long time and they will take the usual precautions, certainly a risk assessment is in place and there will be fire appliances on site at the time," he said.
"We're hoping everything will go off without a hitch and that the weather will be favourable."
However Superintendent Orr said things could change at the last minute.
"If we do have total fire ban and the commissioner does not extend exemptions to fireworks, that will be a decision made as we get closer to the event," he said.
"Hot weather is coming up on Monday, which will probably be followed by an easing of conditions around New Year's [Eve]."
If a total fire ban was to be implemented, Cr Conkey said the council had no alternative plan.
"Something really drastic would have to happen for a change, and we're not expecting things to change so there is no back up," he said.
The New Year's Eve event will be held at the Victory Memorial Gardens, with live entertainment. The fireworks display will be at 9.15pm.
