Stewart won a bunch sprint to take out the 44 kilometre road race on the Uranquinty circuit on Sunday.
It comes after finishing second to Griffith's Mal Blake in the 15km time trial.
Blake clocked 21.33 minutes with Stewart 12 seconds behind.
Cobram's Troy Alexander took out the B grade time trial, clocking 22.20 which would have been good enough for bronze in A grade.
Tolland's Andrew Pfiffero won C grade while Tolland's Rebel Brooker took out both women's events.
Stewart went one better in an all-Tolland podium in the race road.
The young gun had too much speed for Adam Treloar and Will Silver as the group of eight approached the finish.
Paul Millyn proved too strong in a bunch finish in B grade, after a bronze in the time trial, while Steve McLean won C grade.
With around 50 competitors for the inaugural event, Wagga cycling legend Barry O'Hagan was pleased with the response.
"We had a good roll out and all the medals were shared out a bit," O'Hagan said.
One disappointment was the lack of women's entries.
Tolland decided to have a road race just for the women however only two riders, Brooker and Bronte Stewart, ended up competing.
O'Hagan admitted it was disappointing.
"A few had their names down but didn't show up," he said.
